Welcome to ConnectRefugee
ConnectRefugee is a community-driven mobile application designed by and for refugees in Nakivale Refugee Settlement to improve access to vital information about food distribution, healthcare services, and opportunities within the settlement. These Terms and Conditions (“Terms”) govern your use of the ConnectRefugee application (“App,” “Service,” or “Platform”).
By creating an account or using ConnectRefugee, you agree to these Terms. Please read them carefully.
1. About ConnectRefugee
1.1 Purpose and Mission
ConnectRefugee was created by refugees in Nakivale Refugee Settlement to address critical information gaps affecting daily life in the settlement. The App provides timely notifications and updates about:
- Food distribution schedules and locations
- Healthcare services and medical outreach programs
- Educational and livelihood opportunities
- Community events and important announcements
- Emergency alerts and safety information
1.2 Service Provider
ConnectRefugee is operated by CAMPUS Digital Hub and is provided as a free service to support the refugee community in Nakivale and potentially other settlements across Uganda, East Africa, and Africa.
1.3 Language Support
All content and notifications are available in five languages: English, French, Swahili, Kinyarwanda, and Arabic. Users can select their preferred language during registration or change it at any time in their account settings.
2. Eligibility and Account Registration
2.1 Who Can Use ConnectRefugee
The App is designed for:
- Refugees and asylum seekers residing in Nakivale Refugee Settlement (Base Camp, Juru, or Rubondo villages)
- Individuals residing in Uganda who have a case registered in Nakivale Refugee Settlement
- Community members, humanitarian workers, and stakeholders supporting the Nakivale community (at the discretion of the service provider)
2.2 Age Requirements
Users must be at least 13 years old to create an account. If you are between 13 and 18 years old, you must have permission from a parent or legal guardian to use the App.
2.3 Account Creation
To use ConnectRefugee, you must create an account by providing:
- Your full name (first and last name)
- Your village location (Base Camp, Juru, or Rubondo)
- A valid email address
- A secure password
Alternatively, you may register using your Google (Gmail) account through our secure authentication system.
2.4 Account Accuracy and Security
You agree to:
- Provide accurate, current, and complete information during registration
- Keep your account information up to date
- Maintain the security and confidentiality of your login credentials
- Notify us immediately of any unauthorized use of your account
- Not share your account with others or allow others to access your account
You are responsible for all activities that occur under your account.
2.5 One Account Per Person
Each person may maintain only one active account. Multiple accounts created by the same individual may be suspended or deleted.
3. How ConnectRefugee Works
3.1 Notification System
Once you create an account and verify your village location, you will automatically begin receiving push notifications about relevant updates and information for your area. Notifications are sent through the App and may include:
- Time-sensitive alerts (food distribution, medical services)
- General community announcements
- Opportunities (education, employment, training)
- Safety and emergency information
3.2 Content Management
All content and notifications are managed through our WordPress-based content management system by authorized administrators, humanitarian organizations, and community leaders. Updates are reviewed before being sent to ensure accuracy and relevance.
3.3 Notification Settings
You can customize which types of notifications you receive by adjusting your preferences in the App settings. However, certain critical safety and emergency alerts cannot be disabled to ensure your well-being.
4. User Conduct and Responsibilities
4.1 Acceptable Use
You agree to use ConnectRefugee only for its intended purpose: receiving and accessing information about services, opportunities, and events in Nakivale Refugee Settlement. You agree NOT to:
- Use the App for any illegal or unauthorized purpose
- Violate any laws in your jurisdiction (including but not limited to copyright laws)
- Transmit any harmful code, viruses, or malicious software
- Attempt to gain unauthorized access to the App, other user accounts, or our systems
- Harass, abuse, threaten, or intimidate other users or staff
- Impersonate any person or entity
- Collect or store personal data about other users without their consent
- Use automated systems (bots, scrapers) to access the App
- Interfere with or disrupt the App’s operation or servers
4.2 Prohibited Content
If future versions of the App include user-generated content features (comments, messages, forums), you agree not to post or share:
- False, misleading, or fraudulent information
- Content that incites violence, hatred, or discrimination
- Sexually explicit or inappropriate material
- Content that violates the rights of others (privacy, intellectual property)
- Spam, advertisements, or promotional material without authorization
4.3 Consequences of Violation
Violation of these Terms may result in:
- Warning from ConnectRefugee administrators
- Temporary suspension of your account
- Permanent termination of your account
- Referral to appropriate authorities if illegal activity is suspected
5. Privacy and Data Protection
5.1 Information We Collect
To provide our services, we collect and process:
- Registration Information: Name, village location, email address or phone number
- Account Information: Login credentials, language preference
- Usage Data: Notification interactions, App usage patterns (anonymized)
- Device Information: Device type, operating system, App version
5.2 How We Use Your Information
Your information is used to:
- Create and manage your account
- Send relevant notifications based on your village location
- Improve the App’s functionality and user experience
- Communicate with you about service updates or issues
- Comply with legal obligations
5.3 Information Sharing
We do NOT sell your personal information. We may share your information only with:
- Humanitarian organizations and partners who help provide services in Nakivale (under strict confidentiality agreements)
- Government authorities when required by law or to protect safety
- Service providers who help us operate the App (hosting, analytics) under strict data protection agreements
5.4 Data Security
We implement appropriate technical and organizational measures to protect your personal information from unauthorized access, loss, misuse, or alteration. However, no system is completely secure, and we cannot guarantee absolute security.
5.5 Your Data Rights
You have the right to:
- Access your personal information
- Correct inaccurate information
- Request deletion of your account and associated data
- Withdraw consent for data processing (which may limit your ability to use the App)
- Lodge a complaint with relevant data protection authorities

5.6 Data Retention
We retain your personal information for as long as your account is active or as needed to provide you services. If you delete your account, we will delete your personal information within 90 days, except where we are required to retain it for legal, security, or safety reasons.
5.7 Children’s Privacy
We do not knowingly collect information from children under 13 without parental consent. If we discover that we have collected information from a child under 13 without proper consent, we will delete that information immediately.
6. Intellectual Property Rights
6.1 Ownership
The ConnectRefugee App, including its design, features, functionality, source code, graphics, logos, and content, is owned by CAMPUS Digital Hub and protected by copyright, trademark, and other intellectual property laws.
6.2 User License
We grant you a limited, non-exclusive, non-transferable, revocable license to access and use the App for personal, non-commercial purposes in accordance with these Terms.
6.3 Restrictions
You may NOT:
- Copy, modify, or create derivative works of the App
- Reverse engineer, decompile, or disassemble the App
- Remove or alter any copyright, trademark, or proprietary notices
- Use the App’s name, logo, or branding without written permission
- Sell, rent, lease, or sublicense access to the App
6.4 Feedback
If you provide suggestions, ideas, or feedback about the App, you grant us the right to use, modify, and implement such feedback without any obligation to you.
7. Information Accuracy and Disclaimers
7.1 Information Accuracy
While we strive to provide accurate, timely, and reliable information through ConnectRefugee, we cannot guarantee that all content will always be:
- Complete, current, or error-free
- Available without interruption or delay
- Free from technical issues or inaccuracies
Information about food distribution schedules, healthcare services, and opportunities may change without notice due to circumstances beyond our control.
7.2 Verification Responsibility
You are responsible for verifying critical information (such as distribution times, medical appointments, or application deadlines) through additional sources when possible. ConnectRefugee is intended as a supplementary information tool, not a replacement for official communications from UNHCR, OPM, or service providers.
7.3 Third-Party Information
Some information on ConnectRefugee may be provided by third-party organizations, humanitarian agencies, or community partners. We are not responsible for the accuracy, reliability, or quality of third-party information or services.
7.4 No Guarantees of Services
ConnectRefugee provides information about services but does not itself provide food, healthcare, or other services. We do not guarantee:
- The availability of any services mentioned in notifications
- Your eligibility for programs or opportunities announced
- The outcomes of any services or programs
- Priority access to any services
7.5 Emergency Situations
ConnectRefugee is NOT a replacement for emergency services. In medical emergencies or safety threats, contact local emergency services, security personnel, or humanitarian organizations directly. Do not rely solely on the App for emergency assistance.
8. Limitation of Liability
8.1 Service Provided “As Is”
ConnectRefugee is provided on an “as is” and “as available” basis without warranties of any kind, either express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, or non-infringement.
8.2 No Liability for Damages
To the fullest extent permitted by law, CAMPUS Digital Hub and its partners, employees, and representatives shall NOT be liable for any:
- Direct, indirect, incidental, consequential, or special damages
- Loss of data, profits, or opportunities
- Service interruptions or technical failures
- Errors or omissions in content
- Actions taken based on information from the App
- Harm resulting from use or inability to use the App
This limitation applies whether the liability is based on contract, tort, negligence, strict liability, or any other legal theory, even if we have been advised of the possibility of such damages.
8.3 Maximum Liability
If we are found liable for any damages despite the above limitations, our total liability to you shall not exceed the amount you paid to use the App (which is currently zero, as the App is free).
8.4 Local Law
Some jurisdictions do not allow certain limitations of liability. If you are in such a jurisdiction, some of the above limitations may not apply to you, and you may have additional rights under local law.
9. Service Availability and Modifications
9.1 Service Availability
We strive to keep ConnectRefugee available 24/7, but we do not guarantee uninterrupted access. The App may be temporarily unavailable due to:
- Scheduled maintenance or upgrades
- Technical issues or server problems
- Internet connectivity problems
- Force majeure events (natural disasters, conflicts, government actions)
- Reasons beyond our control
9.2 Modifications to the App
We reserve the right to modify, update, suspend, or discontinue any feature or aspect of ConnectRefugee at any time, with or without notice. We may also impose limits on certain features or restrict access to parts or all of the App without liability.
9.3 Updates and Upgrades
We may release updates to improve functionality, security, or performance. Some updates may be mandatory to continue using the App. You agree to install updates when prompted to ensure optimal performance and security.
9.4 Geographic Expansion
As ConnectRefugee expands to other refugee settlements across Uganda, East Africa, and Africa, these Terms will apply to all users unless specific regional terms are provided.
10. Termination
10.1 Termination by You
You may terminate your account at any time by:
- Using the account deletion option in the App settings
- Contacting us at [contact email/phone] with your deletion request
Account deletion is permanent and cannot be undone. All your personal information will be deleted in accordance with our data retention policies.
10.2 Termination by Us
We reserve the right to suspend or terminate your account immediately, without prior notice, if:
- You violate these Terms and Conditions
- You engage in fraudulent, abusive, or illegal activity
- Your account has been inactive for an extended period
- We are required to do so by law or court order
- We decide to discontinue the service
10.3 Effect of Termination
Upon termination:
- Your right to access and use the App immediately ceases
- You will no longer receive notifications or updates
- Your account data will be deleted in accordance with our privacy policy
- Sections of these Terms that by their nature should survive termination will remain in effect (including liability limitations, dispute resolution, and intellectual property provisions)
11. Community Guidelines and Values
11.1 Respect and Dignity
ConnectRefugee is built on principles of respect, dignity, and community support. We expect all users to treat each other, staff, and community partners with kindness and respect.
11.2 Inclusion and Non-Discrimination
ConnectRefugee serves all members of the Nakivale community regardless of nationality, ethnicity, religion, gender, age, disability, or any other characteristic. Discrimination, harassment, or hate speech will not be tolerated.
11.3 Community Responsibility
As a user, you are part of the ConnectRefugee community. We encourage you to:
- Share feedback to help improve the App
- Report technical issues or inaccurate information
- Inform others in your community about the App
- Use the information responsibly and share it appropriately with those who may benefit
11.4 Reporting Issues
If you encounter problems with the App, inappropriate content, or have concerns about other users’ conduct, please report them immediately through the App’s reporting feature or by contacting us at 0780878488.
12. Dispute Resolution
12.1 Informal Resolution
If you have a dispute with ConnectRefugee, we encourage you to contact us first at [contact email/phone] to attempt to resolve the issue informally. We are committed to working with you to find a fair resolution.
12.2 Governing Law
These Terms shall be governed by and construed in accordance with the laws of the Republic of Uganda, without regard to its conflict of law provisions.
12.3 Jurisdiction
Any legal action or proceeding arising out of or relating to these Terms or the App shall be brought exclusively in the courts located in Kampala, Uganda, and you consent to the jurisdiction of such courts.
12.4 Arbitration
For disputes that cannot be resolved informally, both parties agree to first attempt resolution through mediation or arbitration under the rules of [relevant Ugandan arbitration body] before pursuing litigation.
12.5 Class Action Waiver
To the extent permitted by law, any dispute resolution proceedings will be conducted only on an individual basis and not in a class, consolidated, or representative action.
13. Indemnification
You agree to indemnify, defend, and hold harmless [Your Organization Name], its partners, officers, directors, employees, agents, and service providers from and against any claims, liabilities, damages, losses, costs, expenses, or fees (including reasonable attorneys’ fees) arising from:
- Your use or misuse of the App
- Your violation of these Terms
- Your violation of any rights of another person or entity
- Your violation of any applicable laws or regulations
- Content you submit through the App (if user-generated content features are added)
14. General Provisions
14.1 Entire Agreement
These Terms constitute the entire agreement between you and ConnectRefugee regarding your use of the App and supersede any prior agreements or understandings.
14.2 Severability
If any provision of these Terms is found to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect.
14.3 Waiver
Our failure to enforce any right or provision of these Terms will not be considered a waiver of those rights. Any waiver of any provision of these Terms will be effective only if in writing and signed by an authorized representative.
14.4 Assignment
You may not assign or transfer these Terms or your rights under them without our written consent. We may assign our rights and obligations under these Terms without restriction.
14.5 No Third-Party Beneficiaries
These Terms do not create any third-party beneficiary rights except as expressly stated.
14.6 Force Majeure
We shall not be liable for any delay or failure to perform resulting from causes beyond our reasonable control, including but not limited to natural disasters, war, terrorism, riots, government actions, internet service failures, or equipment failures.
14.7 Language
These Terms are provided in English, French, Swahili, Kinyarwanda, and Arabic. In case of any discrepancy between translations, the English version shall prevail.
14.8 Notices
We may provide notices to you through:
- Email to the address associated with your account
- Push notifications through the App
- In-App messages or announcements
- Posting updates on our website or social media
You agree that electronic communications satisfy any legal requirement that such communications be in writing.
15. Changes to These Terms
15.1 Right to Modify
We reserve the right to modify these Terms at any time to reflect changes in our services, legal requirements, or business practices.
15.2 Notification of Changes
When we make material changes to these Terms, we will:
- Update the “Last Updated” date at the top of this document
- Notify you through the App with a push notification
- Send an email notification (if you have provided an email address)
- Display a prominent notice when you next log in to the App
15.3 Acceptance of Changes
By continuing to use ConnectRefugee after changes to these Terms take effect, you agree to be bound by the revised Terms. If you do not agree to the new Terms, you must stop using the App and may delete your account.
15.4 Review Responsibility
We encourage you to review these Terms periodically to stay informed about your rights and responsibilities as a user.

17. Acknowledgment and Acceptance
By creating an account and using ConnectRefugee, you acknowledge that:

- You agree to be bound by these Terms
- You meet the eligibility requirements to use the App
- The information you provide during registration is accurate and complete
- You understand that ConnectRefugee is an information service and does not guarantee access to any services or opportunities
- You are responsible for maintaining the security of your account
- You will use the App in accordance with these Terms and applicable laws
- You understand the limitations of liability and disclaimers set forth in these Terms
If you do not agree to these Terms, you must not create an account or use the ConnectRefugee App.
18. Special Provisions for Vulnerable Users
18.1 Support for Users with Limited Literacy
We recognize that some users may have limited literacy or education. We are committed to:
- Providing information in simple, clear language
- Offering audio notifications (where technically possible)
- Using visual aids and icons to supplement text
- Providing in-person support through community volunteers when available

18.2 Accessibility
We strive to make ConnectRefugee accessible to users with disabilities. If you encounter accessibility barriers, please contact us so we can work to address them.
18.3 Protection Against Exploitation
ConnectRefugee is a free service. You should NEVER be asked to pay money to:
- Download or use the App
- Create an account
- Receive notifications
- Access any features
If anyone asks you for payment in connection with ConnectRefugee, please report this immediately to us and to local authorities, as this may be fraud.
Appendix: Definitions
“App” or “Application” means the ConnectRefugee mobile application, including all features, content, and services.
“Account” means the user profile you create to access and use ConnectRefugee.
“Content” means all information, text, images, notifications, and other materials provided through the App.
“User,” “You,” or “Your” means any person who creates an account or uses the App.
“We,” “Us,” “Our,” or “Service Provider” means CAMPUS Digital Hub, the entity operating ConnectRefugee.
“Nakivale” or “Nakivale Refugee Settlement” means the refugee settlement in southwestern Uganda, including the villages of Base Camp, Juru, and Rubondo.
“Personal Information” means information that can be used to identify you, including your name, email address, phone number, and village location.
“Terms” or “Terms and Conditions” means this entire document governing your use of ConnectRefugee.
